It was the first such donor conference organized in Warsaw, attended by 250 representatives from EU Member States, EU candidate countries, the United States, Canada and Eastern Partnership countries (with the exception of Belarus), as well as Polish and international non-governmental organizations. The guests included ©tefan Fūle - EU Commissioner for Enlargement and Neighbourhood Policy; the Foreign Ministers of Sweden - Carl Bildt, Estonia - Urmas Paet, and Romania - Teodor Baconschi; as well as Daniel A. Russell, Deputy Assistant Secretary of State for European and Eurasian Affairs. Belarusian civil society was represented, among others, by Alaksandar Milinkievič and Eva Neklyaeva, the daughter of the repressed opposition figure, Vladimir Neklyaev. Many delegations were represented by secretaries or under-secretaries of state, or by their country's ambassador to Poland. The first part of the conference was a presentation of the donors' standpoints. They referred to their previous involvements and made political and financial offers to expand projected cooperation. In their speeches, the heads of delegations pointed out the main areas of support for Belarus, and stated their willingness to finance Belarusian and foreign NGOs in Belarus, independent media broadcasting into Belarus (including Belsat TV and Racja Radio), youth and student exchanges, and activities conducted by the European Humanities University in Vilnius. The total sum declared by conference participants towards activities supporting Belarusian civil society exceeded PLN 338.26m (EUR 86.96m). Seventy-five percent of the sum, or EUR 65.45m, will come from European sources (the European Commission and EU Member States). During the panel entitled, Response to the Belarusian Civil Society - Ways of Assistance, representatives of NGOs had an opportunity to discuss the practical implications of activities undertaken in Belarus. The panelists aimed to define both the needs of Belarusian society and the international offer to support its development. Among others, they provided information on the scope of cooperation between Polish and Belarusian NGOs. The discussion centred on the ways of granting support to Belarusian civil society and defining its role in the country's democratic development process.
