![]() Polish - Canadian Development Co-operation Programme (PCDC) was carried out in 2006 and consisted in supporting development assistance projects for developing countries and countries undergoing transformation. The countries covered by Polish- Canadian Development Co-operation were:
In 2006, PCDC Programme had a budget of nearly PLN 5,5 million - about EUR 1400 000 (provided by the Polish MFA and Canadian International Development Agency). The call for programme administration was won by the Education for Democracy Foundation. Subsequently, the Foundation launched a call for proposals which resulted in 20 short listed project proposals. Co-financed projects were devoted to the following areas: working towards more efficient local authorities, construction of local partnerships, providing training for leaders, strengthening schools as community centres, building and refurbishment of schools, support for health infrastructure.
Many PCDC projects are currently being continued or are going to be continued in the near future. Within the PCDC framework, CIDA assisted with their advice and experience in the fields where Polish NGOs had only just started. This referred most of all to African projects and Environmental Impact Evaluation procedures. The co-operation with our Canadian partners resulted in drafting a project evaluation plan of PCDC projects. The most significant effects of the PCDC programme in 2006 are improved organisational capacity of Polish NGOs working in the development assistance area and increased interest of the NGO community in the area. Basing on CIDA's, MFA's and Polish NGOs' experience, an efficient system of third party regranting has been created (indirect project grants transfer with programme administrators as middlemen). Information on PCDC reached a broad range of civil society representatives. This meant that it was possible to achieve an indirect aim: mainstreaming of development assistance - related knowledge in the Polish society. On February 6, 2007 a conference presenting PCDC programme outcomes took place. It was attended by representatives of the MFA and the NGOs co-funded within the PCDC framework. Politicians, officials and journalists interested in development assistance were also present at the event. |
