Central administration bodies Assistance projects are implemented by central administration bodies (since 2005) and local administration bodies (since 2006). Projects submitted by those entities are subject to technical assessment and receive acceptance on that basis and depending on the volume of available funds. Local administration We want as many entities as possible to become involved in assistance activities. Local administration became involved in assistance activities in 2006. Local administration entities have the possibility of submitting project applications. The technical and financial assessment of the project is made by the MFA Development Co-operation Department based on the criteria specified in the “Guidelines”. NGOs NGOs are our very important partners. Several times a year, the MFA announces request for proposals. Projects, submitted by NGOs, are addressed to priority countries and to other countries covered by the Polish foreign assistance programme. In 2006, in accordance with the Ministry’s recommendations, the proposals included foreign assistance and international development co-operation activities the following countries: - Afghanistan, Angola, the Palestine Authority, Belarus, Georgia, Iraq, Moldova, and the Ukraine;
- the Russian Federation;
- Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan;
- Albania, Bosnia and Herzegovina, Montenegro, Macedonia, and Serbia.
NGOs implement assistance projects (co-financed by the MFA) for countries undergoing political transformations in the area of: - sharing knowledge on the implementation of economic and political reforms,
- presentation of Polish transformation experiences,
- technical assistance in economic, social and institutional transformation activities,
- sharing Polish EU integration process experiences,
- sharing knowledge on the activities and development of local governance,
- technical assistance for companies in building and developing the market economy.
Assistance is also provided in the form of projects for developing countries and it includes: - water supplies
- purchase of equipment for schools, health centres, and first-aid posts,
- construction of schools and hospitals and other health care and educational institutions.
