The projects can be described with the use of several criteria. The basic breakdown is determined by the project scope – into the so-called soft projects and infrastructural ones. Infrastructural projects include primarily projects tied to access to potable water, which is the priority of Polish foreign assistance in several countries (Afghanistan, Angola, Palestinian Autonomy, Iraq). In the case of Afghanistan, infrastructural projects covered also support for schools and hospitals. The other projects covered institutional support, in its broad definition. Their scope covered training, internships, study visits, scholarship projects, seminars, conferences, publications etc. Another breakdown of the projects is based on the subject matter, stated in the individual call for proposals regulations. The priorities of Polish foreign assistance were not always reflected in the submitted projects. For example, in the case of Ukraine one of the priorities was “European and Euro-Atlantic integration”. Projects referring to European integration were numerous, but only a single one pertained to Euro-Atlantic issues. |
